No, not in most cases. On balconies and terraces, the floor covering is laid within existing structural boundaries such as walls and balustrades. Separate perimeter edging is therefore not usually necessary.
A ramp wedge is used where a change in level needs to be bridged, for example at a doorway threshold. Its sloping profile eases the edge and creates a transition that is easier to walk across. It is not required solely as perimeter edging.
